In effect what that this did was take the rudder away from the ship (i.e., government program) leaving it to steer by the whims of politics. For example, if an AA in one adminstration was marine oriented then the government program went towards oceans. If the next AA was fresh water oriented then the program changed towards lakes and rivers. Of course no elected President since Carter would undo this change. Obama reminds me of a dog chasing its tail. Always behind one step and never seeing the end. Eventually Jimmy Carter's words rang hollow and Obama (who has never said anything of substance) keeps speaking in rhetoric which more and more people are seeing through the vail.
